kastimcampaign.com is quite good. It's based on the US company, CampaignMonitor and uses the same pricing model.
There are no monthly subscription fees.
You pay a flat ZAR30 for each campaign + ZAR 0.05 for each email address.
So a campaign of 2000 email addresses would be:
ZAR30 + (ZAR0.05 * 2000) = ZAR130
